I will be very offended if the city reverts to the old way of billing for water.
Our landlord replaced our ancient toilet and fixed several leaks. But I have neighbours who left the water run on, on and on in past summers. Not now!
As for people with large houses; look, I grew up where water was a precious commodity. When you have to carry it quite a distance you tend to be more careful.
Perhaps you should begin collecting rain water like my folks used to do. I know places where you will be refused a building permit unless your house plans include a system where you can collect and store 5-7,000 litres.
Perhaps that age-old custom should be brought back into popularity.
