The Fraser Health Authority wants to solve the issue by hiring more personnel.  This would probably alleviate the situation somewhat, but there is a simpler solution, I think.

Charge each individual who comes into the emergency a deposit in the amount of, for example, $50 right off the top.

If their situation is genuine, that deposit would be refunded to them.

I believe that people should be encouraged to make use of walk-in clinics instead of clogging up the emergency facility at the hospital.

I think that there is too much misuse being made.  A cut finger or nose-bleed (for example) should not stand in the way of legitimate emergencies.
