Amendment Application for Waste Discharge Permit for Air and Stormwater Under the Provisions of the Environmental Management Act

Westlake Canada Inc. (Westlake) is in the process of submitting an amendment application for Waste Discharge Permit No. PA-5143 (the Permit) under B.C.’s Environmental Management Act. The Permit applies to Westlake’s plastic pipe manufacturing facility located at 3065 Sumas Mountain Road, Abbotsford, British Columbia (the Site).

The Site’s current Permit was issued on September 26, 1978 and was amended on December 20, 1983 and August 14, 1990 (by Westlake’s predecessor Flex-Lox Pipe Limited).

Westlake is currently amending the Permit to reflect 4 additional extrusion lines and associated equipment at the facility, and to regulate the discharge of stormwater from the Site.

The main air emissions at the facility are particulate matter (dust) and volatile organic compounds which are generated from the PVC extrusion process. The emission factors used are from the Society of the Plastic Industry and other institutions. The emissions are comparable to other PVC extrusion processes. Stormwater discharges on the Site do not occur directly from the plant, and the Site’s stormwater system undergoes routine inspection and maintenance activities to ensure no deleterious substances are discharged in stormwater from the Site. Stormwater discharges have recently been tested and were found to be non-toxic.

Westlake has installed dust collection equipment, a cooling system, a stormwater infiltrationchamber, and a solids trap sediment catchbasin. Westlake is implementing a dust management plan and an odour management plan. Westlake anticipates that these measures will mitigate any effects of these discharges from the Site.

For purposes of this Permit amendment process, any person who may be adversely affected by the Permit amendment and wishes to provide relevant information may, within 30 days of the publication of this notice, send written comments to Westlake, with a copy to the Director, Regional Operations at PO Box 9360 Stn Prov Govt, Victoria BC, V8W 9M2. We note that the identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
