Lawsuit says Abbotsford pair sold fentanyl and 6 guns to undercover cops

The province’s Civil Forfeiture Office has launched a lawsuit seeking two properties, two vehicles and almost $85,000 in cash that it says an Abbotsford pair obtained through the proceeds of crime.

The notice of civil claim alleges that Khamidi Ferdinand, 42, and Constance Vince, 64, sold large quantities of fentanyl and several firearms to undercover officers earlier this year.

The Abbotsford Police Department (APD) announced in May that the two had each been charged with six offences after police seized 16 guns, 5.5 kilograms of drugs and more than $84,000 in cash from locations in Abbotsford, Burnaby and Chilliwack.

More charges were announced in August, bringing Ferdinand’s total number of charges to 16 and Vince’s to 15.

The civil court documents provide more detail into the investigation, which began in February 2023.

The documents state that an undercover officer purchased a “large amount” of fentanyl from Ferdinand that month.

On March 15, another order of fentanyl was purchased by an undercover officer, according to the documents.

At the time of the exchange, Ferdinand was driving a 2017 Mazda 3, which was later shown to be registered to Vince, the lawsuit states.

The documents indicate that an officer also purchased six guns from Ferdinand on April 6, and the hand-over took place in the Mazda.

The lawsuit states that the guns consisted of a Ruger handgun, a Glock 17 handgun, a Kahr Arms handgun, a Mauser handgun, a Smith and Wesson revolver, and a BRS-99 machine pistol.

According to the lawsuit, Ferdinand and Vince were arrested on April 26 as they left a residence at 2180 Gladwin Rd.

Among the items found on Vince were a one-kilogram brick of fentanyl, a firearm magazine loaded with 13 bullets, and almost $1,500 in cash, while Ferdinand had four cellphones, the documents state.

A search of the Gladwin Road property later that day allegedly turned up items that included drugs (suspected cocaine, meth and fentanyl), almost $20,000 in cash, 700 rounds of ammunition, paperwork for a property at 26993 32A Ave. in Aldergrove, and two safety deposit box keys for an Abbotsford bank.

The documents state that the safety deposit box was found on May 10 to contain almost $63,000 in cash, of which around $22,000 exactly matched the serial numbers on money spent by the undercover officers to purchase the guns and the second fentanyl order.

The Civil Forfeiture Office is now looking to seize the Mazda 3, the Aldergrove property and the cash allegedly found on Vince and at the Gladwin Road residence and the Abbotsford bank.

The CFO is also seeking an Abbotsford home owned by Vince and Ferdinand at 2580 Janzen Rd. and a 2018 Honda CR-V registered to a third individual.

The office alleges that the items were either obtained by the proceeds of crime or used to commit crimes.

None of the allegations have been proved in court nor has a defendant response been filed.

The CFO applies the proceeds from any assets seized towards victim compensation, crime prevention activities, crime remediation activities and administration of the B.C. Civil Forfeiture Act.
