Dave Loewen was born and raised in Abbotsford, and attended South Poplar Elementary, the Mennonite Educational Institute, and Abbotsford Secondary schools.

After graduating from high school, Loewen volunteered two years in the Democratic Republic of Congo, and earned a Bachelor of Sociology from Simon Fraser University and a Masters of Education in educational administration from the University of Victoria. He has taught subjects ranging from geography to German for two years in Australia, three in Manitoba, and the last 30 at MEI, including three years as Principal of the secondary school and two years as principal at MEI Chilliwack.

Loewen has served on numerous boards and committees over the years, including service as MCC BC Board member for 10 years, as chair of the Canadian Mennonite University Council, a member of national and local church boards, director on the B.C. Federation of Independent Schools Associations Board, director on the H2H (Haiti) Board, and Director on the Mennonite Historical Society of B.C. Board.

In his capacity as city councillor, Loewen has served on the Mission-Abbotsford Transit Committee, Abbotsford Social Development Advisory Committee, City Industrial Development Advisory Committee, Environmental Advisory Committee, Abbotsford Youth Commission, Child and Youth Friendly Committee, Matsqui Dyking, Drainage and Irrigation Committee, and Audit Committee.
