Could 'Santa' Chief Rich not have held a set of cold steel handcuffs between his gloved hands?
The rather innocuous green gift box tied with a ribbon, and accompanying text implies that the contents therein include nothing more threatening than underwear.
The offenders residing comfortably in their homes need not concern themselves with any fear of reprisal.
They may gleefully forge ahead in their endeavours; good old Santa will still be gifting them with something other than a lump of coal.
